What a liner is actually for
A liner keeps soil in contact with the bed rather than leaching through joints, and slows the corrosion of metal or the rot of timber. It is a longevity measure more than a growing one.
In a bed with tight seams it may add little; in a slatted or modular one it makes a real difference.
Breathable, not waterproof
The correct liner for a raised bed is a permeable non-woven fabric. A waterproof liner turns the bed into a container with no drainage and drowns whatever is in it.
This is the most common and most damaging mistake made with liners.
Sizing and overlap
Buy a liner larger than the internal dimensions and fold it up the sides. Trimming exactly to size leaves gaps at the corners which is precisely where soil escapes.

Fixing without piercing
Fold the liner over the top edge and let the soil hold it, or clip it. Stapling through it creates tear points that spread once the bed is full.
If the bed has a capping rail, tuck it underneath.
Weeds and gophers are a separate job
A fabric liner slows weeds coming up from below but is not a barrier to determined burrowing animals. That needs hardware cloth at the base.
Using a liner and expecting it to do both jobs leads to disappointment.
Replacement cycle
Liners are consumable. Expect several seasons from a thickened non-woven one, less if it is exposed to sunlight above the soil line.
Keeping the fabric below the soil surface dramatically extends its life.
